| I think another key element of strategy ought to be to have a process for finding out why it is that so many public sector IT projects turn out to be such catastrophes. I hear lots of different theories about this, but I don't feel we're geting any closer to understand the dynamics properly. There is something fundamentally wrong with the UK "system" for specifying and procuring IT. My own feeling is that its something to do with accountability, but that's, I'm sure, only part of it. | |
