Jerry - you paint an intriguing and, in many respects, entrancing picture. For my part, I'm not sure I want to see an all-powerful Technology Policy, subducting everything in its path.

I would rather see a far more mature and balanced approach to the way in which technology and process are combined in pursuit of policy goals. In other words, I would rather see "technology done better" in all aspects of policy formation and execution than one over-riding ambition labelled "technology policy"...

But then perhaps, like you, I have a dreamy inner optimist.

My belief is that IT should enable us to truly re-think the way we design, deliver and operate public services and indeed how the wider UK plc operates as a whole. Otherwise its current levels of investment are unsustainable since IT is being uaed largely to automate the old and ineffecient ways of working that have been in place since at least the Victorian era. When you consider that annual public sector IT spend is something like 50% higher than the annual NHS drugs budget, citizens have the right to expect better.

I agree it's a marraige of strategic and policy planning with what IT makes possible that is required. Unless we find a way of making that happen soon, then I suspect IT spend will be dramaically cut since it is producing inadequate benefits. That will be a missed oportunity as I believe properly planned IT can help us not only innovate out of recession, but also deliver better quality public services with less costly overheads.
