I spend a lot of time tackling the complex issue of how IT can be better understood so that public policy is in turn better informed and effective. I've blogged from time to time before about the need for a "manifesto for technology", a way of ensuring that technology is understood as a lever of policymaking itself.
Today I'm publishing a short booklet entitled "towards the digital state". As you will see, this is not intended as a final work, rather as the start of a collaborative journey. Its aim is to help spark a more sustained dialogue about how technology can better inform the important policy decisions that will shape the future of the UK.
The thoughts I set out in this initial paper need more development and discussion. And there are a wide variety of other topics and issues that need to be brought into focus to deliver a truly integrated vision for a modern digital state. Sustainability and the environment, transportation, the built environment and many wider issues need to be addressed for example, alongside the important central issue of the overall role of technology in supporting and renewing the UK's common law, liberal democracy.
I hope that this initial booklet will inspire collaborative, positive ideas about how IT can better inform policymaking.
As I say, it's just the start. Much work remains.
